    A semiotic polyocular framework for multidisciplinary research in relation to multifunctional farming and rural development

    The concept of multifunctional farming rises out of a problematization of the role of agriculture in society and, in particular, in relation to rural development. Hitherto multifunctional farming has primarily been used as a notion on the relationship between agriculture and society concerning the range of commodity and non-commodity goods that farms provide for society. But the agro-economic achievements together with societal development have led to a point where praxis is questioned and discourse potentially reopened. In an indirect way, the notion of multifunctionality reflects, that aspects not captured by the distinction between commodity and non-commodity need to be reintroduced. This paper offers a new framework (theoretical and methodical) suggesting a poly-ocular multidisciplinary approach and constructivist semiotic understanding of multifunctionality, which supports dialogue and interactions between the approaches, involved. Each research perspective has its own construction of the object of ‘farming’ and the ‘environment’ of farming; and thereby also its own perception of the functions and problems of farming. It therefore comes as no surprise that problems of communication are experienced between different perspectives, or that confusion on shared notions can cause frustrations and difficulties for multidisciplinary studies of multifunctionality. The present framework introduces a notion of multifunctionality, which enables the explicit handling of different perspectives by way of a distinction between the ‘immediate object’, as it appears to the observer, and the ‘dynamical object’, which represents the potentiality of the object in itself. From such semiotic point of view, the notion of multifunctionality becomes genuinely multidisciplinary. Multifunctionality cannot be reduced and included in one perspective, but has to be observed as a second order observation that involves reflexive communication between different perspectives and disciplines

    In this paper we present an approach to sustainability management within partnerships between heterogenous actors. This multi-disciplinary approach is also relevant for the assessment of climate change adaptation and mitigation in the context of www.macsur.eu; and especially in areas with dairy farming hot-spots. Established approaches within this field such as Adaptive Co-Management and Social Learning focus on social-material interactions, feedback mechanisms, knowledge integration and institutional change as drivers in sustainable development. However, the role of micro-scale power dynamics as part of these processes have received less attention. In a case study of land-water management in a Danish water catchment, dominated by dairy farms, we analyze how dynamics of power within knowledge integration processes interacts with institutions at different scales. Thereby, we show ways in which power-knowledge dynamics shape development outcomes. Finally, we propose how increasing reflexivity of power-knowledge dynamics might contribute to institutional change and sustainable development

    Report on cross-cutting approaches for the assessment of climate change adaption on selected EU sites or hotspots and potentials for adaption and mitigation in the dairy sector

    Adaption to climate change in the context of agriculture involves collaborative planning and development of practices which is deemed more sustainable than preceeding practices. It is however not given that sustainable development will be the outcome of such efforts. In some cases, even motivated participants experience that despite good intentions, high levels of knowledge, feasible models, appropriate technologies and many other factors present, they still might not succeed bringing about the desired change. The reasons for this can not easily be reduced to just one factor, but is very likely to be the outcome of highly complex interactions between social, technological, institutional, or even personal factors. The report documents attempts to understand the complexities of climate change adaption in a Danish water catchment, Lundgaards Bæk, which is dominated by dairy farming. As part of the EU projects AQUARIUS and MACSUR, a local action group was formed which was composed of local farmers, local agricultural advisors, advisors from the national agricultural advisory service, environmental planners from the local municipality, and environmental planners from the national environmental agency in Denmark. The action group was supposed to develop specific measures, which were supposed to lead to an overall reduction in nitrogen loading of the neighboring fjord, Mariager Fjord. The report addresses three related research themes: (1) how do the stakeholders in question interact during the process of climate change adaption, (2) when do the stakeholders encounter opportunities and barriers during the process, and finally (3) does the adaption process in question lead to the desired outcomes? The empirical background of the report is a detailed process study of dynamics within a group of stakeholders, including farmers and extension officers, who were supposed to develop sustainable management practices in order to reduce nitrogen leaching to the Mariager Fjord. The study is based on the assumption that in order for research and policy to contribute to sustainable practices, deeper understanding of complex dynamics within stakeholder partnerships is needed. Based on a theoretical framework derived from social learning, adaptive co-management and Andrew Pickering’s notion of ‘the mangle’, different in-depth explanations to why sustainable development did not occur, are offered. One explanation concerns social-psychological dynamics of knowledge. Another explanation concerns the mechanisms by which social and material forces affect outcomes of the adaption process. The report concludes by exploring the study’s relevance in relation to policy, research and practice, followed by suggestions for further in-depth case studies and experimentation in practice

    Bridging the gaps between science, regulation and practice in water environment management

    AQUARIUS is an interreg North Sea Programme project carried out by 15 partners from 6 countries (Norway, Sweden, Germany, Holland, Scotland, and Denmark) all dealing with the implementation of the Water Frame Directive. A primary objective of the project is to find ways for sustainable water environment management which by AQUARIUS is defined as management that in respect of the rules both leads to “good water environment”, enables continued viable agricultural production, and is cost efficient in the interest of society. AQUARIUS works from social-ecological management perspective emphasizing the intricate linkages between ecological and social systems and the interdependent relationships among humans, that are mediated through interactions with biophysical and non-human biological units. As a project AQUARIUS copies the presently ongoing struggle by all EU member countries to create a public participatory approach to water management planning and implementation such as is launched by the EU Water Water Frame directive. it does so by engaging central water authorities, representatives from agriculture including agricultural advisors as well as research institutions in carrying out localized pilot studies in 7 pilot areas. Drawing on localized experiments with and locally founded experiences with different measures the project derives recommendations that may contribute to an EU policy approach. The special session aims at discussing the preliminary findings of the ongoing project. It includes the presentation of a heuristic tool consisting of relevant considerations to beware of when engaging in stakeholder collaboration on specific measurements whilst acknowledging the farmer as the central water management practitioner. The session also discusses some of the different pilot approaches to bridging the gaps between science, regulation and practice i.e. the concrete challenges faced by the approaches in trying to create outcomes that are mutually beneficial to various stakeholder interests. How can different stakeholders challenges be solved in cooperation creating a win-win situation for all? How can stakeholders (landowners) willingness to participate increase by seeing them as professional providers of eco-system services? When do stakeholders’ overlapping interests allow for collaborative action and when do they hinder it? These questions are among the issues to be addressed. One legal recommendation that may be derived from project experiences is a need to further to take the precautionary principle in public administration into account.
